Working in Canada? You May Now Be Able to Study Without a Study Permit

A new temporary measure from IRCC could make it easier for eligible temporary workers in Canada to upgrade their skills while continuing to work.

As of September 4, 2026, Immigration, Refugees and Citizenship Canada (IRCC) introduced a temporary public policy allowing eligible foreign workers with a valid work permit to study for up to 6 months without a study permit (https://www.canada.ca/en/immigration-refugees-citizenship/services/work-canada/specialinstructions/workers-study-without-study-permit.html)

What does this mean for temporary workers?

✅ You must hold a valid work permit

✅ Your program of study must be 6 months or less

✅ You can study for up to 6 months or until your work permit expires — whichever comes first

✅ The measure applies to eligible workers already in Canada

✅ The policy is currently in effect until December 31, 2027.

But there is an important catch

This could be particularly valuable for workers looking to pursue short-term education, professional training, licensing or skills development while remaining employed full-time.

This does not mean that every temporary worker can simply enroll in any program without a study permit. The program must be 6 months or less, and your work permit must remain valid. Also, full-time study has important immigration implications. IRCC states that work experience gained while studying full-time under this temporary policy won’t count toward Canadian Experience Class eligibility or Canadian work experience points under Express Entry’s Comprehensive Ranking System. So before enrolling, it’s important to understand how the program fits into your broader study, work and permanent residence plans.

Is this a new pathway to Canada? - No

IRCC specifically states that this temporary measure is not a new pathway for workers to come to Canada. Instead, it provides additional flexibility for certain temporary workers who are already in Canada and want to pursue short-term education or training.

Why could this matter?

For the right person, a short course can be more than just another qualification. It could help you:

➡️ Upgrade your professional skills

➡️ Obtain short-term training or licensing

➡️ Improve your employability

➡️ Build knowledge in an in-demand area

➡️ Prepare for your next career move in Canada

But immigration rules can be highly individual. Your work permit conditions, study program, future immigration plans and circumstances all matter.
